U.S. Congressman. He attended Friends College Rhode Island, studied medicine and never became physician. Successful in mercantile pursuits at Fall River, Massachusetts, he served as Mayor of Fall River (1854-55). In 1855, he was elected as a American Party candidate to the Thirty-fourth Congress and reelected as a Republican to the next three succeeding Congresses, serving until 1861. After leaving Congress, he served as a special agent for the U.S. Treasury, as a internal revenue collector for the district of Massachusetts (1867-69). In 1869, he was again elected as a Republican to the Forty-first Congress and to the next three succeeding Congresses, serving until his death.
