Spanish-American War Medal of Honor Recipient. He enlisted in the United States Navy on January 31, 1897, and served during the War with Spain as a Seaman on board the "USS Marblehead". He was awarded the CMOH for his bravery during the cutting of the cable leading from Cienfuegos, Cuba, on May 11, 1898. His citation reads "Facing the heavy fire of the enemy, Foss set an example of extraordinary bravery and coolness throughout this action." His Medal was awarded to him on July 7, 1899. After a number of men were wounded in the act of severing the Cienfuegos cable that aided communications between Spanish ground forces garrisoned in Cuba, Seaman Foss was the one to actually finish the job, slicing it with a hacksaw. After the war a piece of the cable was presented to him. He worked as an ordinance man in his native Hingham, Massachusetts' Naval Ammunition Depot, and passed away at age 65.
