He was born in Springfield (some sources say Cedarville), Ohio, was educated in local common schools, attended Antioch College in Yellow Springs, Ohio, and then pursued farming and agricultural pursuits. On April 17, 1861, during the American Civil War, he entered military service with the Union Army and was assigned to the Thirty-First Ohio Volunteers, and served throughout the war's entirety with the rank of colonel and lieutenant. He also commanded the Fortieth Regiment of the United States Colored Infantry and fought in well-known battles such as Corinth, Murfreesboro, and Chickamauga, before being mustered out of service on April 26, 1866, with the rank of Lieutenant-Colonel some five years after joining the cause. Following the war, he relocated to Missouri, where he continued his farming and agricultural pursuits. He then decided to enter politics and was elected to public office in 1881. He first served as a Member of the Missouri State House of Representatives representing Greene County, Missouri, from 1881 to 1882, and Greene County, Missouri's Western District from 1883 to 1884. A Republican, he then served Missouri's 13th District (Forty-Ninth, Fiftieth, and Fifty-First Congresses) in the United States House of Representatives from 1885 to 1891. He also served as Chairman of the Committee on Labor representing the Fifty-First Congress. He was an unsuccessful candidate for reelection to the Fifty-Second Congress. He lastly served as a Member of the Missouri State House of Representatives representing Greene County, Missouri's 2nd District. After his time in politics ended, he resumed his farming and agricultural pursuits until his death. He passed away at his home in Springfield, Missouri, from pneumonia at the age of 75.
