U.S. Congressman. Moving with his parents to Searsport, Maine, he graduated from Bowdoin College, in 1881, graduated from the law department of the University of Iowa, in 1884, was admitted to the bar and commenced to practice law in St. Paul, Minnesota. Entering politics, he was a member of the Minnesota State House of Representatives, (1888 to 1891). In 1897, he was elected as a Republican to the Fifty-fifth Congress and to the next eight succeeding Congresses, serving until 1915. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
