US Congressman. Born in Natchez, Mississippi, he graduated from Yale College in 1840, from the law department of Harvard University in 1842, was admitted to the bar in 1843 and commenced to practice law in New Orleans, Louisiana. He was appointed judge of the circuit court for the district of the Tensas and Madison Parishes, in 1851. In 1853, he was elected as a Democrat to the Thirty-third Congress, serving until 1855. Not a candidate for re-nomination, he was chairman of the Louisiana State secession from the Union convention in 1861. During the Civil War, he served in the Confederate Senate, (1862-65). After the war, he traveled extensively in different countries and returned to the United States in 1878. he died at age 66 in Baltimore, Maryland.
