Samuel was the son of Gustav Nepper and Matilda Eschmann. On most census records he is listed as being a draftsman. The 1910 Census also enumerated him as being a prisoner in the Newport City Jail and it that he was divorced. Samuel died of cancer of the tongue at the age of 72.
