Boxer Rebellion Medal of Honor Recipient. He served as a Lieutenant in the United States Navy. He was awarded the Medal of Honor as a Gunner's Mate First Class assigned to the USS Newark. His citation reads "In the presence of the enemy during the battle of Peking, China, 12 July 1900. Mitchell distinguished himself by meritorious conduct."
