U.S. Congressman, North Dakota Governor. Educated in the schools of Ohio, New York and Massachusetts, he settled in North Dakota in 1881, where he began his career as a successful businessman. He established the First National Bank of Page, North Dakota, served as president, moved to Fargo in 1899 and served as vice president of the First National Bank of Fargo, North Dakota. Entering politics, he was a member of the North Dakota House of Representatives (1895-97) and served in the North Dakota State Senate (1897-1901, 05-09). In 1809, he was elected as a Republican to the Sixty-first and Sixty-second Congresses, serving until 1913. After leaving Congress, he was elected as a Republican the 11th Governor of North Dakota, serving 1913-17. During his terms, an inheritance tax law was sanctioned, court regulations were initiated and teachers’ retirement and insurance fund was created. After leaving office, he served in World War I as a Captain in the American Red Cross, was decorated with the Grand Cross of St. Olaf by the King of Norway and cited an officer of the French Legion of Honor by the French Government. After the war, he engaged in agricultural pursuits and banking until his retirement.
