US Congressman, Connecticut Governor, Presidential Cabinet Secretary, US Senator. He graduated from the University of Chicago Law School in 1933 and was admitted to the bar the same year. He was a member of the Connecticut Legislature (1938-42), judge of Hartford Police Court (1941-43, 1945-47), chairman assembly of municipal court judges for the State of Connecticut (1941-42) and a member of the Charter Revision Commission of the City of Hartford, (1945-46). In 1949, he was elected as a Democrat to the Eighty-first and Eighty-second Congresses, serving until 1953. Not a candidate for renomination, he was elected Governor of Connecticut, serving (1955-61), then was appointed Secretary of the Department of Health, Education and Welfare in the Cabinet of President John F. Kennedy. In 1963, he was elected to the United States Senate, serving until 1981. Not a candidate for reelection, he practice law until his deat at age 87.
