U.S. Senator. Moving to South Carolina in 1898, he attended public schools in Milledgeville, graduated from the law department of the University of South Carolina in 1908, was admitted to the bar, and commenced to practice law in Columbia, South Carolina. He was assistant clerk of the South Carolina State Senate (1906 to 1908) and a member of the South Carolina State House of Representatives (1911 to 1913). Also a member of the Conciliation Commission for Advancement of Peace between the U.S. and Uruguay in 1914 and acting assistant attorney general of South Carolina in 1918. Plus a member of the South Carolina State Board of Pardons (1922 to 1923), acting associate justice of the South Carolina State Supreme Court (1926 to 1934), and Federal Judge of the U.S. District Court of the Eastern and Western Districts of South Carolina, (1939 to 1941). On July 17, 1941, he was appointed as a Democrat to the U.S. Senate to fill the vacancy caused by the resignation of James F. Byrnes, serving until his death on August 1, 1941.
