US Congressman. Born on a farm at Wilmington, Ohio, he graduated from the law school of the University of Cincinnati, in 1890, was admitted to the bar in 1890 and commenced to practice law in Cincinnati, Ohio. He was a United States Commissioner, a member of the Cincinnati City Council, a member of the board of the sinking-fund trustees of Cincinnati. In 1911, he was elected as a Democrat to the Sixty-second, Sixty-third, and Sixty-fourth Congresses, serving until 1917. Declining to be a candidate for re-nomination, he resumed the practice of law and was president of the Cincinnati Bar Association. He died at age 65 in Cincinnati, Ohio.
