U.S. Congressman. He studied at the Lovejoy Academy, then opened a book and printing business and published a newspaper. He was a leader in founding the North Carolina Institute for the Deaf, Dumb and Blind and served as its principal (1873 to 1877). Evolved in public services, he was treasurer of the North Carolina State Fair Association, a revenue-stamp agent in Durham, (1879 to 1881) and Postmaster of Raleigh, North Carolina, (1881 to 1885). In 1887, he was elected as an Independent to the Fiftieth Congress, serving until 1889. An unsuccessful reelection candidate, he was appointed chief of the division of mail and files, of the U.S. Treasury Department, in 1889 and served as private secretary to the Assistant Secretary of the Treasury, in 1893. Returning to North Carolina, he served in the office of the collector of internal revenue and in 1897, appointed U.S. Commissioner for the eastern district of North Carolina, serving until his death.
