10th Prince Edward Island Premier. A member of the Liberal Party, he served in this position from February 1908 until May 1911. Born in Bellevue, Prince Edward Island, Canada, his ancestors came from Rhode Island, having left following the American Revolution due to their loyalty to England. He attended the Prince of Wales College in Charlottetown and after studying law, he was called to the bar in 1872 and established a law practice in Charlottetown. In 1904 he entered politics when he was elected to the Prince Edward Island Legislative Assembly from the 4th Queens district. In February 1908 he became Leader of the Liberal Party and Premier following the death of Premier Arthur Peters. In 1911 he resigned his position to accept an appointment to the Prince Edward Island Supreme Court and Master of the Rolls, and was replaced by Herbert James Palmer. During World War I he was active in the provincial Red Cross Society, becoming its charter president and later its honorary president. He remained on the Supreme Court until his retirement in 1930 and he died in Charlottetown at the age of 88.
