Valentine Charles Outwater I (1879-1960) was shot in a pool hall, but not killed in 1908. In 1920 he was arrested for public drunkenness. He worked as a cattle barge captain by 1930. (b. He used "February 14, 1882" for the World War II draft registration. His birth certificate or baptism record will show the correct year.

Val had the following siblings: perhaps Ella Outwater (1864-?) aka Elvira Outwater; George W. Outwater (1868-1931) who married Esther Beatty (1873-1910); Maurice Outwater II (1871-?) aka Morris Outwater; Ada Outwater (1873-?); Edward Outwater (1875-?); and Charles Outwater (1879-?).

During a quarrel in the pool and billiard room of Frank D. Archangelio, in the rear of his barber shop at 772 Communipaw avenue, Jersey City, late Saturday night, between the proprietor and Valentine Outwater of 800 Bergen avenue, the latter struck De Archangelio in the face. The latter than drew a revolver and shot Outwater in the neck. He was taken to the City Hospital. where It was said last night that he would probably recover. Archangelio escaped. The quarrel arose over an attempt of Outwater to throw a lighted stove out of the room on a wager. (Source: New York Times on November 23, 1908)

Think Assailant May Be Suicide. Italian Barber Who Shot Man Last Saturday Cannot Be Found. Police are almost convinced that F. De Areangelis, the part owner of the barber shop and pool room at 722 Grand Street, who shot Valentine Outwater of 200 Bergen Avenue last Saturday night has committed suicide. The family of De Archangelio claim they do not know where he is and the police believe them. When the barber fled in the direction of Newark after the shooting, affray his coat was found on the bank of the Morris Canal in the West Side, and Wednesday afternoon Detective-Sergeants Blackshaw and Looney spent several hours dragging the canal. Nab Barber Who Shot Man at Last. Headquarters Telephone Operator O'Donnell Gets De Archangel, Who Shot Outwater. Patrolman John O'Donnell, day telephone operator at Police Headquarters, yesterday arrested Frederick De Archangel, the barber, of 723 Grand Street, who a few weeks ago shot Valentine Outwater of 500 Bergen Avenue. O'Donnell on his way home to dinner yesterday saw De Archangel standing at Oakland and Newark Avenues and took him to Police Headquarters. The prisoner stated that he had to shoot Outwater to save himself from being killed. This shooting occurred in the shop of De Archangel. Outwater will be able to leave the City Hospital tomorrow. Four Are Held As Holiday "Drunks". Four alleged "drunks" were brought into the Communipaw Avenue station over the holiday weekend. Tom Manning, aged 46, of 313 East Forty-third Street, New York, was arrested on Pacific Avenue by Patrolman McGovern Saturday afternoon. He was very mild. Valentine Outwater, aged 41, of 127 Manning Avenue, however, who was arrested at 591 Grand Street by Patrolman Schoenfelder about four-thirty yesterday morning, was said to be "fighting drunk."
