Roman Catholic Cardinal. He was ordained a priest on May 12, 1946 and a bishop on May 12, 1968. He was bishop of the Philippine dioceses of Lucena and Nueva Segovia. On June 12, 1982, he was appointed as Archbishop of Nueva Segovia. In 1988 he was assigned to Rome, being Prefect of the Congregation for the Clergy from 1991 to 1996. On June 28, 1991, he was ordained a cardinal by Pope John Paul II. He was the seventh oldest cardinal in the College of Cardinals. He was buried in the Cathedral Shrine of the Good Shepherd, and on March 15, 2023 transferred to the Immaculate Conception Cathedral.
