Westel W. Willoughby is considered by many to be the founder of the discipline of political science in America. He graduated with an AB from Johns Hopkins University in 1888; earned a PhD in Economics and History in 1891. After practicing law for several years, he returned to JHU to found the Department of Political Science there. He was one of the founders of the American Political Science Association. Author of dozens of books and articles, he was an expert on the Supreme Court and constitutional law. He advised the government of China on constitutional and other issues.
He and his wife, Grace (Robinson) Willoughby, had two children, Westel R. Willoughby and Laura Robinson Willoughby.
