Eva was the daughter of Charles Lanier Downs (c.1844-1906), who was born in North Carolina and died in San Francisco, and Elizabeth nee Wilson, who was born circa 1853 in England. In 1880, Eva was living in a newly built cottage on what is now the 2200 block of Blake Street in Berkeley, together with her parents and her sisters Rebecca and Lulu.

Eva and her first husband George Daniel Sevelle (c.1874-) had two children: Alma E. Sevelle (c.1895-1925) and George Castlemaine Sevelle (1896-1972). In 1900, the two children were living with their aunt Rebecca and her husband in San Francisco.

Eva's second husband was David T. Koyton (1880-1924).

Eva lived in San Jose during the 1920s and 1930s before moving to LA toward the end of her life.
