He graduated from the law department of Valparaiso University Indiana, in 1896, was admitted to the bar in 1896 and commenced to practice law in Boscobel, Wisconsin, in 1897. He was a member of the Grant County Board of Supervisors, (1901-04), Mayor of Boscobel, (1901-04, 06-07), a member of the Wisconsin State Senate, (1909-13) and Wisconsin State Attorney General, (1919-21). In 1921, he was elected as a Republican the 24th Governor of Wisconsin, serving until 1927. After his term, he was elected as a Republican to the United States Senate, serving (1927-33). An unsuccessful candidate for re-nomination, he resumed the practice of law and was director of the Reconstruction Finance Corporation from 1933, until his death from pneumonia at age 58.
