POQUOSON - Frances P. Riggins, 66, a native of Winston-Salem, N.C., and Poquoson resident the past 50 years, died peacefully at home Saturday, Oct. 3, 2009, surrounded by her family.
She retired from the Poquoson Police Dept. in 2005 as a dispatcher. She enjoyed bluegrass music and attending bluegrass festivals.
Frances was preceded in death by her parents, Gladys and Clarence Pleasant; and her sister, Clara Brandt.
She is survived by two sons, Dr. Earl C. Riggins III and John L. Riggins and wife, Andrea; her daughter, Lisa R. Perkins and husband, Jay; a sister, Colleen P. Dryden and husband, Jesse; a brother, Fred Pleasant and wife, Jo; three grandchildren, Cameron Riggins, Jameson Riggins and Taylor Fraser; and numerous nieces and nephews.
