Roman Catholic Cardinal. A native of Alessandria, he joined the Congregation of the Clerics Regular of Saint Paul at the young age of fourteen. Professing his vows in Genoa in 1842, he was ordained priest in Vercelli in 1849. Appointed professor of Greek and philosophy at Collegio Ducale of Parma and in Naples, he successively lectured philosophy, theology and canon law in Rome. Elected assistant general of his Order, he worked as a consultor of the Congregation of the Inquisition from 1864 and for the Congregation of the Index from 1865. Holding an important role in the preparation of the Syllabus of Errors and of the encyclical "Quanta Cura" of Pope Pius IX, at the young age of forty, Bilio was created cardinal by Pope Pius IX at the suggestion of Father Giuseppe Carlo Vercellone CRSP., who declined the promotion offered to him by the Pope, proposing instead, the name of his pupil, Father Luigi Bilio, with the latter receiving the title of San Lorenzo in Panisperna in the consistory of June 22, 1866. Opting for the order of bishops and the suburbicarian see of Sabina on December 22, 1873, he received his episcopal consecration on the following January 12, from Pope Pius IX. Appointed prefect of the Sacred Congregation of Rites from December 20, 1876 and prefect of the Congregation of Indulgences and Relics two years later by Pope Leo XIII in 1878, furthermore he was named major penitentiary on October 18, 1877, a position he held until his death. He also served as secretary of the Supreme Sacred Congregation of the Holy Office from January 1883 until his death one year later at fifty seven years of age. Exposed in the church of Ss. Carlo e Biagio ai Catinari, Rome, he was buried in the tomb of his Order inside the local Campo Verano Cemetery.
