William 'Tater Bill' Stamper was born 22 Mar 1774 in Granville Or Surry Co, NC,2 died on 30 Apr 1852 in Grassy Creek, Morgan Co, KY, and was buried in Stamper Cemetery; Grassy Creek, Morgan Co, KY.

Oliver Stamper in his book, "Descendants of James Stamper 1750-1826" (1945), wrote:
William Stamper, farmer, trapper, hunter and trader. Referred to by some of his descendants as Old Billie or Old William b. March 22, 1774, in NC.m. Emily (Millie) Polly, daughter of Edward (Edwin or Edmund} and Agnes (Mullins) Polly. Between 1796 and 1800, just before or just after his marriage, William migrated from the vicinity of Grassycreek, NC and settled on Rockhouse at or near the mouth of Colly.

After the birth of all his children he and wife moved to Morgan Co, KY, where he died April 30, 1852. His wife died April 17, 1850. Both are buried in Stamper Cemetery at Grassycreek, Morgan Co, Kentucky Some of his children also settled in Morgan County.

Letcher Co Methodist Heritage, The Mountain Eagle Newspaper, Information on William Stamper came from the East Ky, page 9, 1-4, 1965-1969 E KY Vol.1 #2, Sept. 1965 William and Millie migrated to Kentucky on Rockhouse near the mouth of Colly. A fter the birth of their 12 children they moved to Morgan County. Will iam was known by several nicknames such as 'Old Billy', 'Old William ', or ' Tater Bill'. William was one of the Justices present at the June term of Perry County Kentucky Court in 1822. He was sheriff of Perry County in 1829 and his son, Hiram was his deputy. After the birth of their children, they moved to Morgan Co, Kentucky.

The work of Oliver Stamper indicates that William Stamper migrated to Kentucky from North Carolina between 1796 and 1800. If that is true, William 's residence in Kentucky may not have been permanent until later since census records indicate that his oldest children, including the twins Isaac D. and Nancy (born Sep 19, 1816) were born in North Carolina. In 1812 William Stamper, a resident of Clay Co, Kentucky, sold land at Grassy Creek in Ashe Co, North Carolina. (Source: Ashe Co, NC Deeds). The evidence seems to indicate that William came to Kentucky first, and was perhaps back and forth a bit, later brought his parents from North Carolina to Kentucky, and they were followed by his brother Thomas Moore Stamper. Oliver Stamper says William first settled on Rockhouse at or near the mouth of Colly Creek in present-day Letcher Co, Kentucky and moved to Morgan Co, after the birth of all of his children
