Debbie was a long time Hampton resident as well as an avid bowler for over 30 years. Debbie was a loving and devoted wife and mother and will be greatly missed.
She is preceded in death by her husband Cecil "Randy" Howell, father Willie Batten and mother Margaret Batten; she is survived by three children, sons, Joseph Q. Howell of Hampton and Brian R. Howell and fiancé Jennifer Hornbarger of Richmond; daughter, Loni H. Carr and her husband, Curtis, of Gloucester; three grandchildren, Brandon, Jade and Chloe; and three brothers and four sisters.
A life celebration service will be conducted at 2 p.m. Thursday, Mar. 22, at the Parklawn-Wood Funeral Home Chapel with the burial immediately following in Parklawn Memorial Park. The family will receive friends 5 to 7 p.m. Wednesday, Mar. 21, 2012, at the funeral home.
