Idaho Governor. After graduating from the College of Idaho in 1938, he graduated from the law school at George Washington University, in 1942. During World War II, he served a lawyer in the U.S. Coast Guard, stationed in the Philippines. After the war, he returned to Idaho, was elected as Assistant Attorney General of Idaho, in 1947 and then Attorney General of Idaho, serving (1947-54). In 1955, he was elected as a Republican the 24th Idaho Governor, serving until 1967. As Governor, a the minimum wage was increased, a five-day work week for state employees was established, creation of the Department of Commerce was issued and a massive state highway construction program was put in motion. Also promotion of the interests of business, land, and water within Idaho, the establishment of the state park system and the introduction of a state sales tax to fund education. After serving three terms in office, he returned to the practice of law, plus served as Trustee, Chair of Trustees and as acting President of the College of Idaho.
