Son of William and Margaret Baxter. Came from Westminster, Ontario, Canada, with his wife, Lista C. Lewis. First went to Indianapolis, IN; then to Ottawa, KS; then to Melvern, KS; then to a few miles southwest of Ottawa, KS to engage in the general mercantile business. In 1884 the family moved to Emporia so their children could attend the State Normal education. He engaged in the real estate business in Emporia.

Obituary:

Thomas Baxter Sr., formally a resident of Emporia, died at his home in Garnett this morning. Mr. Baxter had been gone from this town for about 15 years, but members of his family had been residents since that time, and he is widely remembered in the community. His body will be brought to Emporia for burial, arriving tomorrow evening on Santa Fe train number 7. It will be taken at once to Maplewood Cemetery, where short services will be held. A short telegram that came to W. S. Kretsinger today, announced his death.
