William was a son of William Farrell and Grace Miller. He lived his entire life in the Birmingham, Alabama area, having graduated from Phillips High School. In 1951, he received a degree in Agricultural Engineering from Auburn University and while a student there, he was a member of the Kappa Alpha Order. Prior to studying at Auburn, William was an Army veteran. He had enlisted as a Private March 26, 1946 at Fort McClellan in Alabama. While serving, William participated in the post W. W. II occupation of Japan.

William and his wife, Marjorie, married in 1955 and had three sons and one daughter. The Farrells attended the First United Methodist Church of Birmingham, where William was a church member for a second generation. He supported his family working as a mechanical engineer, having worked for Stockham Valves and Fittings. William was an active member of The American Society of Mechanical Engineers and served on several Codes and Standards Committees for valve and fittings industries.

Marjorie preceded William in death. At the time he died, he was the grandfather of five.
