William was born in 1887 in Cleveland Texas. He was the son of Stephen David Purswell and Isobel Diar Hough Purswell.
In 1907, he married Harriet Evans Lee Purswell.
William worked in a shipyard in the New York City area and also in Houston Texas. Before that he owned a barber shop and was a bootlegger during prohibition.
