Gideon Osborn Bailey was the son of Benjamin Burgess Bailey and Margaret Maxwell. He was born in Seneca County, New York, and moved with his parents to Niagara County, New York in 1836. He married to his first wife, Rachel Crossman around 1855, when he moved to Michigan from Niagara County. While residing in Michigan, Gideon was a merchant, and became the Village of Quincy, Branch County, treasurer. He had two children with Rachel. The first child, Hon. Dewey Crossman Bailey, who became Mayor of Denver, Colorado and later a Colorado State Senator. The second child of Gideon and Rachel Bailey was a daughter Ida A Bailey Carrel, spouse of Chauncey Charles Carrel a real estate broker.

In the late 1860s, Gideon O Bailey moved to Oregon. In June 1870, Gideon was living in Portland, Oregon where he was residing with a woman who became his second wife, Dora Smith, and married her on 22 Oct 1894, three months after his first wife's death. The circumstance of his separation from Rachel Crossman is not clear, but he did have a supposed daughter, Etta O Bailey born 1870, with Dora Smith.
