Bill was the son of Tollie and Arka Needham. He married Roberta Pack and had two daughters, Mary Ann and Linda.

Bill was a superintendent of schools at Pierce and later at Mannford Oklahoma. During WW II, he served in the army as a cook for General Buckner stationed at Okinawa.
