U.S. Congressman. While teaching at the public schools of New Lexington, he studied law at the Ohio State University, was admitted to the bar in 1915 and commenced to practice law in New Lexington, Ohio. He served as the prosecuting attorney of Perry County, Ohio, (1917-21). In 1923, he was elected as a Democrat to the Sixty-eighth Congress and the next six succeeding Congresses, serving until he resigned 1936. After leaving office he was appointed a judge of the United States District Court for the Southern District of Ohio, in 1936 and served until his death in 1972.
