Frances Louise Stevens was born on 4 October 1920 in Cherokee County, Texas:

She was the oldest child of Henry Grady Stevens, Sr. (1895-1927) and Ila Beatrice Martin Stevens (1898-1983), of Jacksonville, Texas.

In 1939 Frances was attending Baylor University, Waco, Texas, USA.

In 1941, Frances was chosen to be Tomato Queen of the annual Jacksonville Tomato Festival. 1941 was the last Tomato Festival held due to the outbreak of World War II.
At times the Jacksonville area shipped 3,000 cars of tomatoes during a season. Jacksonville became known as the Tomato Capital of the World. The annual Jacksonville Tomato Festival began in 1934.

Therefore, in 1941 Frances Stevens was the last Tomato Queen of the Tomato Queen Festival because of the outbreak of World War II.

Frances married Daniel Leo Dodds in Texas. They had two children.

Here is part of a narrative by Frances' niece Paula Anne Stevens Gawne, as told to Paula's husband Bill Gawne:

"[....] She took Danny, D'lynn and [me] swimming at
Love's Lookout. I guess I was about 10 [....]
[One] rainy afternoon she allowed D'lynn and [me] to use some of her old evening gowns to play dress up.
Mostly if there were other people around she tended to pretty much ignore me, but there were times she was so very kind and loving. Sometimes [when someone was nasty to me] she would givme a hug, and the advice to 'not let [someone] see it hurt my feelings.'
Yet she was Daddy's only full sister, and he loved her so very much. [....]
after Mammaw died and she was coming up to see Mom and Dad, I got to visit with her and she was [....] so very
loving. Yes, this was after Pappaw died.
I am sure there are other memories, but that is really all I can
remember at this point.
I know I loved her and I know she loved me because I was Daddy's daughter, and I think she came to care about me as a person too."

Frances and Daniel moved from Texas to Louisiana.
Daniel passed away in Saint Mary Parish, Louisiana on August 1980:
