FRANCIS, BILL, 53, of Tampa, formerly of Clearwater, died Wednesday (April 17, 1996) at home. He was born in Wheeling, W.Va., and came to this area in 1980 from West Virginia. He was general manager of Countryside Country Club, Clearwater. Survivors include his wife, Jo Anne; two sons, Thomas S., New Port Richey, and William L., Titusville; two daughters, Shawni Dietz, Tampa, and Shannon Maher, Orlando; his mother, Martha Francis, West Virginia; a brother, Robert, Wheeling; and a granddaughter, Paige Maher, Orlando. Lakeview Chapel Funeral Home/Sylvan Abbey Memorial Park, Clearwater.

David William (Bill) Francis
B –2 Mar 1943 d –17 Apr 1996
Bill was the third child born to the union of Robert Miles and Martha Virginia (Webb) Francis. During his youth he was quite a sports enthusiast focusing on basketball during attendance at Tridelphia High School, Wheeling, Ohio County, West Virginia. His coach, Tommy Ackerman called Bill the best player he ever coached “He could shoot. He could score. He could handle the ball and play defense. Also, he was a tremendous competitor.” He was so good Marshall University at Huntington, West Virginia recruited Bill to play for them. Bill continued to develop his skills during his college career, averaging 19.2 points in his senior year. He was an honorable mention for Marshall University Sports Hall of Fame in 1964. His grandfather, Dr. William Stephen Webb of Warwood, West Virginia (also a sports enthusiast and high school sports physician) would have been very proud of Bill’s accomplishments. After Bill graduated from college he pursued a coaching career at the high school level before going on to a successful career in golf management. He became affiliated with the Country Clubs of America and became manager of the Brookhaven Club in Dallas, Texas, one of the largest facilities in the United States. After several years in Dallas Bill returned to Florida to live closer to his two sons.
