Dr. Todd and several of his fellow members of the Connecticut Medical Society petitioned the state legistature for funding to establish a public faclity for the care of people with mental illnesses. Shortly after the legislature approved the funds, the Medical Society began the work to establish the Conecticut Retreat for the Insane. Now called the Institute of Living, the original hospital opened in 1824 with Dr. Todd as its first administrator. This was one of the first mental health centers in the U. S. and first hospital in Connecticut.
