Soviet Union Foreign Minister. In 1942 he sent a message to all countries with which the USSR had diplomatic relations, with information on mass graves that the Soviet army had discovered after liberating a series of towns and localities on the Moscow front in the winter offensive. The letters, entitled "Concerning the Nazis’ terrible crimes against civilians, prisoners of war, and others," quoted witnesses who had come from the occupied territories and described the murder of over 52,000 people.
