US Congressman. Born near Middletown, Pennsylvania, his family moved to nearby Elizabethtown, where Isaac attended the public schools before going to attend the Keystone State Normal School in Kutztown, Pennsylvania. After graduation he became engaged in the retail clothing business in Middletown, and later expanded his operations to Harrisburg , Pennsylvania, where he became interested in politics. In 1924 he was elected to Harrisburg City Council and served until 1927 when he was elected to represent Pennsylvania's 17th District in the United States House of Representatives. He won reelection to the next four terms before losing his reelection bid in 1936. Following his defeat he returned to Harrisburg to manage his clothing business.
