Water Engineer. Devoted assistant, deputy and best friend to William "Big Bill" Mulholland (the chief of the City of Los Angeles Department of Water and Power and architect of the Los Angeles Acqueduct). Largely self-educated in engineering. Assisted Mulholland through the acqueduct construction and dedication (1913) up till the St. Francis Dam Disaster (1928). Testified in Congress in favor of the creation of the Boulder Dam. Succeeded as chief of the LADWP when Mulholland retired. A reservoir named for him nearly collapsed in the 1971 Sylmar earthquake in the north San Fernando Valley.
