Rhode Island Governor. He served on the Providence City Council, as Lieutenant Governor of Rhode Island from 1915 to 1921, and as Governor of Rhode Island from 1921 to 1923. Outside of politics, he operated a number of shoe stores in Hartford, Connecticut and Providence, Rhode Island, as well as a large department store in Providence.
