Governor of the Nebraska Territory. Born in Lexington, Kentucky he was raised and educated in Lincoln County, Tennessee. At age 21, he married his first wife, Martha Phillips, who died shortly thereafter. By 1825 Izard was living in St. Francis County, Arkansas with his second wife, Permelia Shackelford, the daughter of George Shackelford of Charleston, South Carolina. Izard served in the Arkansas Territorial Council, and also as a member of the Arkansas Constitutional Convention. Izard was elected to the first Arkansas State Senate in 1836, being reelected twice more, and served as the President of the Senate for the final two terms. He was later elected to the Arkansas State House of Representatives, and served as the Speaker. In 1854 he received the appointment as U.S. Marshall for the Nebraska Territory, and later was selected by President Franklin Pierce as the Governor of the Nebraska Territory. He served in that capacity from February 20, 1855 until his resignation on October 21, 1857. During his administration Izard helped the Territory adopt a system of criminal and civil laws; he also attempted to establish county boundary lines. Upon leaving office Izard returned to Arkansas, where he died in 1866.
