US Congressman. From 1949 to 1952 he was a member of the New Mexico State House of Representatives. He was then elected to represent New Mexico as an At-Large Delegate in the United States House of Representatives, serving from from 1965 to 1969. He successfully sponsored a bill in the New Mexico State Legislature to allow women to serve on juries. While serving in Congress, he sponsored legislation that created Pecos National Historical Park.
