U.S. Congressman. After graduating from Delaware College, he graduated from the law department of the University of Pennsylvania, in 1907, was admitted to the bar and proceeded to practice law in Wilmington, Delaware. Entering politics, he was elected as a Democrat to the Seventy-third Congress, serving (1933-35). Not a candidate for re-nomination, he continued the practice of law and was Postmaster of Georgetown, Delaware, from 1937, until his death.
