Permelia was born in Rockingham Co. VA the dau of Thomas and Mary (Dawson) Payne. Her family appears in the Mason Co. VA Census of 1820, in an area now known as Buffalo, Putnam Co.. The River Boat Owner/Pilot; James A. Payne and one of the founders of Mason City was not Permelia's brother as some think. He often referenced her sons as being his nephews which perpetuated this conclusion. He was actually Permelia's uncle.
He declared in Hardesty's Putnam Co. History Page 128 that he was orphaned at an early age. He seems to be enumerated in his brother; Thomas Payne's household in 1810 and 1820 and was probably raised by Thomas who was his older brother, about 20 years his senior. This being the case then Permelia would have seemed like his sister. Permelia did indeed have a brother James who was not the River boat Captain, who was 6 years older than she.
