Kelly was predeceased by her father, Howard Bailey and brother, Greg Bailey. She was a 1985 graduate of Dunbar High School. She worked for Wiseman Construction Company for 21 years. Kelly was a life-long member of the Dunbar Church of Christ. She dedicated a lot of her time to the youth and her church family even during her illness.
