Presidential Cabinet Secretary. Served as Mayor of Seattle, Washington from 1904 to 1906. Served as Secretary of the Interior in President William H. Taft's administration from 1909 to 1911. In 1909 he was President of the Alaska-Yukon-Pacific Exposition World's Fair. Named Lake Ballinger in honor of his father, Col. Richard H. Ballinger.
