He was the son of Sir Thomas Baring, 2nd Baronet and Mary Ursula Sealy Baring. He was educated at Winchester College, Hampshire. He held the office of Member of Parliament (M.P.) for Great Yarmouth between 1835 and 1837, Member of Parliament (M.P.) for Huntingdon between April 1844 and 1873 and chairman of Lloyds.
