In 1901, Arthur was convicted of using the United States Mail, and fined $20.00. His crime involved posting advertisements in various Vermont papers, offering several yards of silk for $1.00. Those responding to his ad expected to receive silk fabric; instead they were sent silk thread. He was fined $20.00. By 1904,Arthur relocated to Boston. In 1908 he developed tuberculosis, and eventually moved to a private sanitoriam in Rutland, Massachussets.

A death announcement and obituary was published in The Burlington Free Press (Burlington, Vermont) on March 19, 1910.
