British Statesman. Born in Glasgow, Scotland, he was educated at Kelvinside Academy and Glasgow University, then became an accountant. in 1912, he was elected to the British Parliament to represent Bow and Bromley in the Metropolitan Borough of Poplar in the east end of London, England. From 1914 to 1916, he served with the British Expeditionary Force and was mentioned in dispatches. He spent the last two years of World War I as a field cashier and on the staff of the Paymaster-in-Chief at the War Office, with the temporary rank of Major. He lost his seat in Parliament in 1922, but was knighted, and became the Chairman of the Racehorse Betting Control Board. He returned to the House in 1935 as the Member for Hendon, but was defeated by Barbara Gould in the Labour landslide of 1945; after which, he was made a Baronet.
