Chester's biological parents were Emanuel Bartholomew Sears & Flora L. Green. His mother died in 1907 when he was only 2 yrs. old, and shortly afterwards his father contracted Tuberculosis so he sent Chester to California to live with an older cousin of his mother's, Owen Dale Burns & his wife Caroline (Owen's mother and Flora's mother were sisters). Chester was residing with them on the 1910 census listed as "cousin" to the head of household. After his father died in 1911, Owen & Caroline adopted Chester (they never had children of their own) and he is listed with them on the 1920 census as their "adopted son". It's not known if it was a legal adoption but his surname was then changed to Burns, however, he added Sears as his middle name in honor of his deceased parents.
