Betty was stillborn. On her brother's birth certificate (Everett Blaine Cadwell, Jr.) - it states that his mom (Mae Ida Dumke Cadwell) had one stillborn child as of the time of Everett's birth. Because she was stillborn, there was no birth certificate. The Illinois Dept of Public Health has no birth certificate (or death certificate) on file for her. Arlington Cemetery (Elmhurst, Ill) has her listed as "Cadwell child of Mae", and has her burial date as Sept. 11, 1923.
