Concetta E. ''Momma'' Carr, 77, formerly of Everglades Road, Norfolk, and Whitehaven Lane, Virginia Beach, died Wednesday, Jan. 28, 1998, in Virginia Beach General Hospital.

Mrs. Carr was a native of Philadelphia, Pa. She was a longstanding associate of Cage, Virginia Beach and Norfolk. She was a member of the East Ocean View and East Lynn civic leagues. Mrs. Carr was preceded in death by her husband, Lt. Cmdr. John C. Carr.

Survivors include her son, John C. Carr; three daughters, Deborah Carr, Mary Ellen Clark and her husband, William, Jacqueline Lockridge and her husband, Sam; four brothers, Anthony, Leonard, Joseph and John DelGrippo; three sisters, Mary Lucci, Margaret Belgiovone, Theresa Delleva; four grandchildren; Marian Walworth, Carolyn Clark Johnston, William J. Clark IV, Sean K. Clark; and two great-grandchildren, Alyssa and Tyler.

A Mass of the Resurrection will be conducted at 11 a.m. Saturday in Star of the Sea Catholic Church, 14th and Pacific Ave. by Father James E. Dorson. Burial will be at Woodlawn Memorial Gardens. There will be a wake service at 7 p.m. today in the funeral home followed by a visitation. Memorial donations may be made to the Fisher House, 853 Williamson Drive, Portsmouth, Va. 23708. H.D. Oliver Funeral Apts., Laskin Road Chapel, is handling arrangements.
