STUART - Virginia M. Carter , 80, of Stuart died Monday, June 26, 2000, in Westminster Nursing Home, Orlando.

A native of Pittsburgh, she lived in Stuart for 24 years. She moved here from Saginaw, Mich.

Before retirement, she was an administrator for St. Mary's Hospital, Saginaw for 20 years. She was the first public relations officer in the country for a hospital.

She was a member of First Presbyterian Church, Stuart.

She was a volunteer with Martin Memorial Medical Center, Stuart.

During World War II, she was a volunteer with the USO. During the Korean War, she worked as a civilian with the Army. She set up recreational centers throughout Germany for military personnel.

She graduated from Duquesne University in Pennsylvania with a degree in accounting. She was named in Who's Who Among Women in Business for the 20th Century.

She was predeceased by her husband, Dean W. Carter, in 1997.

Survivors include a son, Dean Carter Jr. and wife Victoria Lee of Port St. Lucie; two sisters, Blanche Donovan of Alexandria, Va., and Josephine Pian of Pittsburgh; and three grandchildren.

A memorial service will be at 10:30 a.m. Saturday, July 15, at First Presbyterian Church.
