Sergeant Carter was a member of Company L, 3rd Battalion, 9th Infantry Regiment, 2nd Infantry Division. He was listed as Missing in Action while fighting the enemy in North Korea on November 25, 1950. He was presumed dead on March 1, 1954.

Awarded
Purple Heart, Combat Infantryman's Badge, Korean Service Medal, United Nations Service Medal, National Defense Service Medal, Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
